In 2023, the British Columbia Governement changed the Strata Property Act (SPA) and Strata Regulations to make it easier to have EV infrastructre installed in Multi Unit Residential Buildings (MURB's)
The SPA now allows a vote on infrastructure to be passed with a simple majority, if funds are from the Contingency account. Previously this required a 3/4 vote of homeowners. (Note: if funds are from a levy or loan, the 3/4 threshold still applies)
If a homeowner wants to install a charging station at their parking stall, at their own expense, a strata council cannot unreasonably refuse their request.
In the strata regulations, every strata over a minimum niumber of units must get an Electrical Planning Report done. This will help them to determine what their power needs are going forward, taking into consideration, EV charging, heat pumps, etc.

Effective June 15th 2023, BC Hydro announced that they have used up all of the rebate money available, as such, there is currently no rebate funding for EV infrastructure in place for strata's to utilize. The maximum that was available was up to $120,000.
HOWEVER: Also effective June 15th, 2023, the announced that there is a federal rebate availble for stand-alone chargers for stratas and businesses. 50% of cost to install each charger plug, or $5,000, whichever is lower. To a maximum of $25,000.

Patience is key to finding the best option (and owner support) for Level 2 chargers Do your homework. Talk to multiple vendors. And have patience with apartment owners, who may initially balk at the idea of adding electric vehicle chargers to a strata parking lot, but who can be won over.
These are the recommendations of three strata council members who, despite some hiccups along the way, found a way to install Level 2 charging to parking stalls in their apartment buildings. Each opted for a different solution, but all three have emerged with some consensus on what it takes to get it done.
